If you don't want the server to require the use of CTRL+ALT+DEL, go here and enable this option…
run gpedit.msc
navigate to Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options
enable "Interactive logon: Do not require CTRL+ALT+DEL"
If you don't want the server to prompt for a restart reason (they call it the shutdown event tracker) then disable this option…
run gpedit.msc
navigate to Computer Configuration > Administrative Templates > System
disable "Display Shutdown Event Tracker"
